CSI works to support local and state efforts to advance the modernization of the electric system and protect the health of citizens and their communities through advancing safe, sustainable, and affordable energy solutions.

Synapse Energy Economics, the consulting company that prepared this report, provides research, testimony and reports to regulatory commissions, consumer advocates, environmental organizations and state and federal agencies. The firm was founded in 1996 to specialize in consulting on energy, economic, and environmental issues. Synapse has a professional staff of twenty two.

Geoff Keith is a Senior Associate at Synapse. He holds an MA in environmental studies from Brown University and a BA from Tufts University. He began consulting on energy and environmental issues in 1996. Prior to Synapse, he worked at M.J. Bradley & Associates and the Rhode Island Division of Public Utilities and Carriers.
Bruce Biewald is President and Chief Executive Officer of Synapse. He has consulted on issues of energy economics and electric industry restructuring since 1980 and has testified in more than one hundred regulatory proceedings in twenty four states and two Canadian provinces. Prior to founding Synapse, Bruce worked at the Tellus Institute. He studied architecture and building technology at MIT.
