Imagine you have an important decision to make. Do you carefully consider the long-term implications of each possible option or do you act impulsively? Would you approach the decision-making process differently if the consequences stretched out to 30 or even 50 years? These and other questions related to greening urban green growth, spatial planning and land use can be found in a recent OECD Insights blog post.

The OECD Global Forum on Environment (24 &25 October, 2016) aims to shed light on the links between environment and economic growth, and the toolkits to quantify these links. It will provide a platform for experts from academia, governments, and the civil society from OECD and developing countries to explore how a well-managed natural environment can contribute to economic growth and how an effective and efficient regulatory system can best be designed.

Effective Carbon Rates – Pricing CO2 through Taxes and Emissions Trading Systems

To tackle climate change, CO2 emissions need to be cut. Pricing carbon is one of the most effective and lowest-cost ways of inducing such cuts. This report presents the first full analysis of the use of carbon pricing on energy in 41 OECD and G20 economies, covering 80% of global energy use and of CO2 emissions. The analysis takes a comprehensive view of carbon prices, including specific taxes on energy use, carbon taxes and tradable emission permit prices. It shows the entire distribution of effective carbon rates by country and the composition of effective carbon rates by six economic sectors within each country. Carbon prices are seen to be often very low, but some countries price significant shares of their carbon emissions. The ‘carbon pricing gap’, a synthetic indicator showing the extent to which effective carbon rates fall short of pricing emissions at EUR 30 per tonne, the low-end estimate of the cost of carbon used in this study, sheds light on potential ways of strengthening carbon pricing.

Retrospective:

OECD Environment Ministerial Meeting 28 -29 September, 2016

Environment Ministers convened in Paris on 28-29 September 2016 on the occasion of the OECD’s Environment Policy Committee (EPOC) ministerial meeting. Held every four years, this meeting addressed a variety of issues, ranging from short-lived and long-term drivers of climate change, the circular economy, air pollution, transport, biodiversity, marine protected areas, nitrogen, water security, and urban water pollution. It discussed policies to tackle pressing environmental challenges, build climate resilience, and enable countries to implement goals of the Paris Agreement through better mitigation and adaptation policies.

The previous 2012 Meeting of the EPOC at Ministerial Level “Making Green Growth Deliver” had issued an urgent call for green growth policies to avoid a locking in unsustainable energy systems and consumption practices. At this year’s discussions, green growth policies continued to emerge as key contributors to water security and sustainable growth, and as vehicles for more resource-efficient and environmentally friendly economic practices. Green growth was furthermore a central part of the debate examining the macro-economic implications of the circular economy and the investments needed in transport, energy, and urban and green infrastructure.
